What is a Responsible Person in Cosmetics?

The Responsible Person (RP) is the company or individual who makes sure a cosmetic product follows all legal and safety rules in each market.


European Union (EU)

  • Who can be the RP? Manufacturer, importer, distributor, or a third party based in the EEA.

  • Main tasks: Keep the Product Information File (PIF), register the product in the CPNP, check labelling, handle safety issues, and communicate with authorities.


United Kingdom (UK)

  • Who can be the RP? Manufacturer, importer, distributor, or a designated person within the company.

  • Main tasks: Maintain the PIF, register the product in the UK CPNP, ensure product safety and labelling, and act as contact with authorities.

  • Important: The RP must have a UK address (not EU).


United States (US)

  • Who can be the RP? Usually the manufacturer, packer, or distributor.

  • Main tasks: Ensure the product is safe, properly labelled, keep safety records, and report any adverse events to the FDA.
